Morella Ocando is an Electrical Engineer with more than 23 years of experience in the electric utility industry, specializing in transmission and distribution supervision and control systems for utility control centers. She has extensive hands-on experience assessing automation needs and supporting the evaluation, selection, and implementation of solutions for SCADA, EMS, ADMS, OMS, and related network applications. Her expertise also includes electrical network modeling, system design, and translating business requirements into integrated technical architectures.
Ms. Ocando served as Deputy Project Manager for the upgrade of the SCADA/EMS/ADMS/OMS/GIS platforms supporting the transmission and distribution control center at ENELVEN and the distribution control center at ENELCO in Venezuela. The project scope included a Dispatcher Training Simulator (DTS) and integration with SAP CIS. Her responsibilities included oversight of system design, procurement support, testing, data migration, commissioning, and dispatcher training, helping to ensure successful modernization of critical control center operations.
Ms. Ocando’s background also includes development of business cases, management of competitive bidding processes, and support for SCADA vendor evaluations and selection. With experience across the full system development lifecycle, Ms. Ocando has contributed to HMI design, database configuration, quality assurance testing, and coordination with multidisciplinary teams to deliver complex utility technology projects successfully.
