David Caceres is a seasoned consultant with 50 years of experience specializing in the automation and modernization of electric utilities across more than 30 countries. His expertise spans Substation Automation, SCADA, EMS, and ADMS systems for Energy Control Centers, Smart Grid development, Advanced Metering Infrastructure (AMI) roadmaps and technologies, Distribution Automation, Hydro Plant Control Systems, and Telecommunications. He provides services in system design, technical specification development, bid evaluation, work statement preparation, contract negotiation, and system implementation support, including vendor meetings management, documentation review, and factory and site acceptance testing.
With extensive experience in project management and business development, Mr. Caceres previously served as President of NV GL (KEMA) Brazil. He also has significant expertise in technical and compliance audits, operator procedures and training, management and staffing restructuring, and advising on national energy policy.
Notable projects that include his leadership are the ANDE (Paraguay) large ADMS/EMS/GIS/Change Management project implementation; CELEC (Ecuador) Electricity Transmission Digital Modernization Project, Avangrid/New York (Iberdrola USA) SCADA/EMS/OMS Control System Validation and Testing; ENERGISA (Brazil) AMI Metering Master Plan, BESCOM (India) Distribution Automation and Communications); ONS (Brazilian ISO) REGER: SCADA/ EMS Next Generation Control Centers; ISA-CTEEP (Brazil) IEC 61850 Substation Automation for the Edgar de Souza Substation retrofit; and ENEL Peru Telecom Master Plan.
Mr. Caceres is a Senior Member of IEEE PES, a member of Colegio de Ingenieros del Peru, and served on the DistribuTECH Brasil Advisory Board. A recognized leader in his field, he has authored and presented over 40 publications at international conferences.
